Foreign CPL holders must successfully pass a minimum of two core DGCA theoretical exams to convert their license. These subjects are focused on Indian-specific regulations and integrated knowledge:



  • Air Regulations: Covers Indian Air Law, rules, and procedures.

  • Composite Paper: This single exam combines two subjects: Aviation Meteorology and Air Navigation.


Additionally, candidates must possess or obtain an Indian Radio Telephony Restricted (Aeronautical) Licence (RTR), which involves a separate WPC examination.

For conversion, two critical certificates are required:

  • Medical : You must obtain and maintain a valid Indian DGCA Class 1 Medical Assessment. Even if you hold a foreign Class 1 medical, the Indian assessment is mandatory.


  • Education : You must satisfy the DGCA's basic academic criteria, which requires having passed the 10+2 (Higher Secondary) level with Physics and Mathematics as separate subjects. Verification certificates from the respective school boards are necessary.


Yes, the flight experience gained for obtaining the foreign license is generally considered, provided the foreign license was issued by an ICAO contracting state. However, the authenticated original logbooks must be submitted and must clearly detail all required experience, including total time, Pilot-in-Command (PIC) hours, cross-country flights, night flying, and instrument time. The DGCA will verify that your total flying time meets their minimum CPL requirement of 200 hours.

Yes, four skill tests are mandatory and must be conducted in India by a DGCA-approved examiner. This is required to demonstrate competency in maneuvers, handling, and emergency procedures on at least one aircraft type that will be endorsed on the Indian CPL. Depending on the recency of your foreign flight tests and logbook experience, you will need to undergo conversion flying (typically 10-25 hours) at a DGCA-approved Flight Training Organization (FTO) in India to fulfill specific Indian regulatory flying tests/skill test, such as general flying tests (day/night) and conversion cross-country tests.

Once you have successfully passed the required DGCA theoretical exams, cleared the required flight skill tests in India, obtained a valid Indian Class 1 Medical, and secured the Indian RTR(A) license/FRTOL, you can submit the final, complete application package via the eGCA portal. The DGCA will then review all documentation, verify all submitted certificates (including foreign license authentication), and, upon satisfactory compliance, issue the Indian Commercial Pilot Licence (CPL).
